Bailey Hill, Scheduled Ancient Monument, HLF Application

Bailey Hill is the site of a Norman Castle in the Conservation Area of the historic market town The steeply sloping site is an important park in the heart of the town, designated as a Scheduled Ancient Monument and surrounded by Listed Buildings. Dense tree cover, a gradual diminution in the parks recreational facilities and a decline in the condition of the park infrastructure have combined to make Bailey Hill less appealing than it once was.

HDD were appointed by a client consortium which included Flintshire County Council, Mold Town Council and Friends of Baily Hill to act as Lead consultants to Project Manage all inputs necessary for a Round 2 Heritage Lotter Fund application, inputs included:

  • appointing and managing a range of sub-consultants including architects, structural engineers and activity and interpretation planners;
  • over seeing a range on-site surveys and investigations including ecological, arboricultural, archaeological surveys;
  • providing cost estimates, cost plans;
  • design to RIBA stage 3;
  • coordination and submission of Planning Application and Listed Building Consents,
  • stakeholder and community consultation and involvement;
  • writing a Conservation Plan, Activity Plan and Maintenance and Management Plan;
  • assisting all parties work towards an Alternative Delivery model for the future; management of the site;
  • Project and programme management throughout the process;
  • assisting the client with funding applications.


The HLF funded works will:

  • refurbish, repair and extend the Custodians cottage to provide visitor facilities and residential accommodation;
  • Remodelling of access and key footpaths into the site to allow greatly improved Access for All;
  • interpretation of the site’s heritage;
  • sitewide improvements to footpaths, furniture and planting;
  • management of the site existing trees and biodiversity;
  • creation of an area for outdoor events


The application was successful and work on detailed design is due to start later this yea
